  It's a bit tricky and requires you to use the cheats, and also possibly requires you to download the mod from TwistedMexi which enables cheats. https://www.patreon.com/posts/cheats-fix-get-19645059
  
  Open up the console menu, type: sims.get_sim_id_by_name yoursimfirstname yoursimlastname to get the simID (yoursimfirstname yoursimlastname is the first and last name of your sim, for example Octavia Bailey)
  Then type bucks.unlock_perk <PerkType> true 61442 <targetsim> perktype is the name for the perk and targetsim is your sims simID
  
  the perktype name for Phone Fanatic is Quirks_PhoneFanatic , for me who had Juice enthusiast it was Quirks_JuiceEnthusiast

  Then you can remove the quirk with the potion.
  
  Now the problem with this "fix" is that the quirk will get back eventually (I think it goes back when you go to manage households) but it will remove it from your sim while you are playing them. I have simply saved the last code in a text file and just paste it whenever I play with the sim, once you have the id you can just cut and paste it in the console menu whenever you want to play the sim.

  testingcheats on and then shift-click your Sim, click on "Public Image" and then there is the option to remove quirk/s.

  I tried the above clicking Public Image and Remove Quirk, the remove fame quirk image appeared but the quirk Alcoholism, never appeared to be removed, it just remained a blank picture, no fame quirk appeared, and the game automatically went to pause. So that didn't work. I may just dump the character and play the household with one Sim, who has no quirks, or start over with a previously saved sim from my library. Sounds to me like a very serious bug and if I had known about it before I bought the expansion, I would not have wasted my money.
  
  Logion, thank you for the help but your correction just sounds way too involved. It is easier to just start over or delete the offending char from the home.

  If you've earned enough whim points, the Quirk-Be-Gone costs 250 points and once you purchase it, have your Sim drink it. You're able to select which of the quirks you wish to remove. I've used it a few times. Just got rid of the abominable Emotion-Bomb again.
