Hi all,
I have a brand new, less than 6 months old Windows 10 laptop that I run TS3 on. I am just playing the base game right now, disc version, patched to .67. My Nvidia AND my intel settings have vsync on for the correct executable (ts3w), but I am still experiencing screen tearing and high FPS. Could I please get some advice/suggestions? Thank you!

Make sure drivers are up to date. If it's still not working then I suggest trying Nvidia Inspector. Instructions:
Look for the small tool icon or green symbol next to Driver Version. Click to launch Nvidia Profile Inspector.
Select Profiles at the top and scroll through the long list to find Sims 3.
Under Sync and Refresh, select Vertical Sync > Force On
(Not pictured, also listed under Sync and Refresh)
Tripple Buffering > On
Frame Rate Limiter > 60 fps (you may see 60.7 instead and that's fine) *This number should reflect your own refresh rate.
If you expirence screen tearing w/ Inspector; try: Vertical Sync Tear Control > Adaptive
Apply Changes top right corner.

You can also try using RTSS Rivetuner. RTSS Rivetuner needs to stay open in the background when you play the game in order for it to work. You can set this to start up with Windows. Set frame rate to your refresh rate (60) application level medium. I've never used it before but you should be able to look up how to use it via Google search if you need to. I'm kind of stumped when it comes to screen tearing despite V-Sync in place working properly.

Thanks for your responses and suggestions. I originally had inspector set to ‘adaptive’ but I since changed it to ‘on’ and the results are much, much better. There is only the tiniest tear that is hardly noticeable down on the bottom right of my screen. All drivers are up to date and triple buffering is on. As long as screen tearing isn’t harmful, which I don’t believe it is, I can definitely live with this tiny, barely there tear.
What’s important is the FPS are now in check, and I have noticed a HUGE difference in my laptop’s heat and fans now while playing TS3. It’s amazing! Thank you all sincerely for your help! 🙂
