Secondly, I'm wondering if the first lots terrain paint is attached to the build like you edited it in or is that just the default terrain paint for the world, so I can place it anywhere else without having to redo the terrain paint to match wherever I put it? (I hope that makes sense). It's not a big deal if I have to, but might be the difference between me getting the first or second one. I just want to make very minor changes to the outside, but like the colors on the first one a bit better.

It downloads like regular downloads, then just copy/move it to your electronic arts -> sims 3 -> downloads folder -> then launch game as normal and it should be ready for download like usual.
It has only terrain in the enclosed/gated yard (I believed I used a WA grass and pebbles around water) so the non-gated area should match any world it's placed on, however if you wanted MV front brick work I believe it is a terrain paint too.
