I took a quick look at the dress in Sims 4 Studio and the creator didn't tick the flag that identifies the item as feminine. To view it in CAS, simply click the "x" next to where it says feminine in the filter option box above the columns displaying the clothing and it should become available.
You can also use Sins 4 Studio to fix the problem. You will need to download the program from here: http://sims4studio.com/
membership is required but free. Once installed, click the "My CC" button to access your CC. In the new window on the left, you will see a list of all of your CC. Click on the file for the dress. You should now see the dress in the center of the page. To the right is a list of options. Scroll down until you see "Fashion Choice" then tick the box next to feminine and "apply to all swatches", then choose "save" at the bottom of the page.
@Bananas_45 and @rosemow k so i checked the outfit in s4s and it seems to be ticked for female already... i have yet to hope into a game and cross out the tags but ye...
i just did and it still wont appear i think its owrth mentioning that it did use to appear some time ago
Try removing the merged cc file, downloading the cc again, and placing it in the mods folder without the merged file being there. Then see if it appears,
I'm not talking about the "age and gender flags". If you scroll down a little further than your screenshot, below "age appropriate" is "fashion choice". You need to tick the box next to "feminine". Be sure to "apply to all swatches" and "Save".
Choosing "apply to all swatches" includes everything in the merge file as well. Also, I don't know if it matters but the dresses are not enabled for teens, so they will not show up in that category even once you fix the fashion choice. You would need to tick the box next to teen under "age appropriate". Again make sure to "apply to all swatches" and choose "save" at the bottom of the page.
I hope it works for you! They are such great dresses.
Once you have re-downloaded the files you will still need either remove the filter in CAS to see the dresses or do what I suggested with Sims 4 Studio to each .package file. Re-downloading doesn't change the initial issue with the CC. My suggestion may not have worked because they were merged.
@Bananas_45 and @rosemow i did what u both sugested but it didnt work... i also noticed that another one of the same creator's outfit doesnt appear ingame anymore... what do u guys think happened? is this worth contacting the cc creator?
@rosemow actually i think ik the issue now but ty... i think its a mod conflict or a subfolder issue... i tested a few things and these r the only two possible culprits

Try removing all filters ( including gender) in cas, then see if the clothing appears then in CAS.
