As long as it isn't causing the game to lag/bug out/crash I wouldn't worry about having too much cc. I always say there's no such thing as too much! I'm always on the lookout for new and interesting content.

The exact count of my cc folder is 2,241.. I'm adding new cc everyday so I doubt it'll stay like that for too long. My sims 3 cc folder ended up being twice that size. 3GB as well.. so I might not be able to fit much more in sadly.
5.61 gb with 2231 mods and counting. My game runs like a college student who pulled an all-nighter and hasn't had their coffee yet, but I honestly cannot find what's causing the last exceptions I'm getting for the life of me because it happens at seemingly completely random times
310 mb I only have the necessities installed, however I do have a "Put Aside" huge folder (4-5GB) on my desktop of custom contents that I find pretty and useful but I don't currently need. Everything is classed by function and category in both my Mods folder and my CC storage folder. And most files are merged by category in my Mods folder to optimize performance.

If you're familiar with Sims 4 Studio program and editing custom contents in general. You can start merging custom contents, it definitely improves performance, the size of your Mods folder doesn't affect the game's performance as much as the number of files that you have, it's better to have 1 big package file of 80mb than 80 files of 1mb. Of course you should also patch your cc and mods regularly to avoid lags and glitches.
by the way my The sims 2 mod folder is about 270 MB
My TS2 mods folder is 10g , but I have it stored on an external HD. I don't play TS2 often anymore, it takes 42-50 minutes to load all the CC, it's just faster to load TS4

Yeah, starting point is generally around $1500 US. If you are lucky you can get one for less during a Black Friday sale like I did on mine 2 years ago (35 GB in my mods folder, and I have an NVIDIA GTX 970 video card with 4GB dedicated video RAM, system memory is 16GB RAM).

After my Mods folder hit 30 GB and the game loading time was longer than 30 minutes, I started using multiple Mods folders.
When I use each folder, I rename it Mods. I have a text file in each folder to keep track of which is which. (BTW, I work as a bookkeeper and tax preparer and payroll specialist for a small business.)
In alphabetical order, I have "Mods build-buy testing" (varies based on which build-buy objects I am testing), "Mods career testing" (currently 26 MB - all career mods only) , "Mods CAS full" (contains all tested CAS content acquired to date but nothing else: 22 GB), "Mods CAS testing" (varies based on which CAS cc I am testing since I move content into and out of that folder between plays and generally dress most/all the Sims in the town each time I play that save), "Mods CAS testing 2" (only a few Sims in this save use custom content, varies in size depending which CAS I am testing), "Mods crash testing" (if my game won't load after I put cc into a folder, this save is used for narrowing down the culprit), "Mods food testing" (contains all my edible and nonedible food cc/mods): currently 519 MB , "Mods full" (39 GB) - contains almost everything that has been tested except new TSR sets, "Mods Harry Potter" (I hate replacing existing lots, but this save I used a 64x64 Hogwarts lot to replace the park in Willow Creek - just couldn't resist): 113 MB, "Mods no CC"(268 bytes includes the .cfg file and the text file), "Mods pose testing" (contains tested CAS, poseplayer mod and poses):2.02 GB , "Mods scripts testing" (nothing but script mods, and none are ever removed unless there is a patch that breaks this save): 5 MB , "Mods test 1"(for testing multiple types of content and a mod or two: 2.25 GB, "Mods tested good 2" (contains all tested custom content since I split my Mods folder up except TSR sets, but no script mods): 29 GB, "Mods test 4" (varies depending on content being tested), "Mods test 6 and 7" (varies based on content being tested), "Mods test 8" (varies based on content being tested), "Mods traits testing" (all traits tested since Seasons patch came out plus new traits being tested): 196 MB , "Mods TSR sets": (TSR sets in testing and tested TSR sets that are downloaded as numbered zip files) 17.8 GB , and "Mods Unsorted" (varies based on content that I haven't sorted into any category yet...usually a download that is ambiguous in its name about its creator or content type. I recently moved a swimsuit named "2" out of the Unsorted Mods folder into Mods tested good 2 under Mods/CAS by type/Swimwear.

Since I don't like to bog down my game with too many mods I keep a lot of my CC stuff packs in my unused mods folder... not that I remember where I put it in the first place so I guess those are gone. lol.
As for my actual mods... my folder properties says 255 Files. and 727MB. Which isn't a lot. I just have mostly the MCC a bunch of traits, some nsfw stuff and CAS junk. :3

I already deleted some mods and nonused packages as i thought i had way too much. Guess i was wrong...
