Sims Won't Change Into Winter Clothes When Its Cold, To Go Outside!

My Sims won't put on their coats before going outside or while outside and getting too cold, I have to make them! And then when they go back inside they won't take them back off, even though the heat is on!
And I have no CC or mods or anything, its a clean game!
I am not expecting help here, I was hoping it would be part of the new patch, but its not listed! So I am hoping a game Guru will see this!
Also I am having trouble being able to plant plants in the planters, a thing pops up saying it needed more room, even though I have planted the same plants in the planters since I a got the game!
And I have no CC or mods or anything, its a clean game!

With the planters, try moving them just a bit to give a bit more space between each other and see if that may help. Move them away from walls or fences.

So its not just me! In the game play video they made it look like they do it on their own, but as usual that wasn't really the case!
I remember with the Sims 2 and 3 they did change on their own every time, at least for me!
The planters were out in the middle of a yard and with the same space between them as I have always gave them, so that has nothing to do with it! And it didn't happen to every plant, just one or two! And no they weren't the ones that aren't supposed to be in the big planters with other plants, I no the difference! And I did move them a bit in the planters too, it did nothing, I finally had to plant them outside a planter!
