Lets face it, the sims franchise has always been a bit goth friendly, and it's about time there was a gothy holiday location.
Something cute and gloomy. A seaside holiday location, where you can go swimming, but the water is cold, you can lay on the beach, but it's all gravel, where there is a creepy carnival on a pier above the waves. It's a sleepy little town, with a couple of B&Bs, and a quirky hotel.
Remember the beaches of Midnight Hollow?
Maybe you could go for a ride in a sad swan boat. It may leak a little, but only your feet will get wet.
Perhaps some new swimsuits could be included
There could be beach chairs to keep you off the gravel
With umbrellas to keep the... rain off
I'm thinking of a world that is a cross between Penzance (with it's infamous pirates), Brighton (with it's pier and carnival), and Whitby Goth Weekend (goths at the seaside)

It's gotta have a pirate cove, where the pirates stop for a spot of tea.
Not everyone is into tropical beaches. Some of us want tea beside the sea... side. And parasols, not that the sun is often out.

I suggest you to check and add some things one your ideas to expand it. Maybe it can turn into a EP if they add showtime stuff in there too.

I was wanting a pirate cove, in the theme of the pirates of penzance, rather than a pirate themed amusement park. I want the carnival to be classic, but old, and creepy.

A swing ride
A ghost train ride
Maybe a swing ship ride
Maybe a bone rattler vintage roller coaster
This one is over 100 years old. I've been on it, it left me with bruises.
A main roller coaster could be a fixed item, not something you can move or edit, just a thing that goes around the outer edge of the carnival/pier.
Maybe a 'safe' child/toddler roller coaster
And all of it on a pier, over the sea, for added creepiness.

About the amusement park/carnival, i am sorry again.
I am not used to talk in english, for me amusement parks was about everything related to roller coaster and other ride stuff,
Carnival was what i had in mind all the time, cuz i dont think an actual Theme Park would work in any Sims game. Everything would be empty as a ghost amusement park hehe
I enjoy your ideas about it. Maybe it could be more then a Game Pack if they added Magicians and Acrobats + some new things...
Fortunetellers... The Sims 1 Circus career would fit really well too...
Edit: Maybe Casinos?! Like the ones from Lucky Palms, but instead of a robot, a skeleton!

This is very much the direction my thoughts have been going.
Perhaps there could be a big top at the centre of the carnival.
Your sim might take a spin on the haunted death horse carousel and there's a chance your sim disappears and comes wandering out of the haunted house. Or in the Take A Chance Carnival Tent, your sim might think they've won the big prize on the Slot Machine Of Fear only to have a secret trap door open up and they appear on the carousel. Every haunted trip has a chance of your sim ending up in the Laboratory of the mad scientist and strapped into an electric chair and used for experiments until your sim can escape.
That is such a creepily cool idea.
I'm now imagining the ruins of a carnival/theme park on the clifftop, overlooking the beach, but sometimes, when it's stormy, or late at night, it becomes less like ruins, and your sims can get whisked away by it.
When it's not there, there's a spooky fortunetellers tent and a haunted house in the carnival on the pier where your sim can reappear (or they can enter either, and disappear for a few hours)

Exactly. It comes alive under the right spooky conditions.
The horses on a carousel could be natural, pastel, in ruins or dark.
All rides and sideshows could follow with similar themes. You could recolour the whole place to be pastel, or dark and gloomy, or in ruins.
A pack with that vibe would be amazing. Gloomy, decadent, enchanting.
