So yeah, my detective just sort of stands outside for an hour or so before working. I had this issue before, it seemed to be temporarily fixed a few months ago somehow but it has come back again. I've noticed that they will only start to play once the civilians have come in to talk to the receptionists. There is no lag when the detectives go on patrol, issue an APB or search for clues. My script mods are all up to date, but I have had this problem on and off before I even added them. I think the detective career has only ever worked properly and consistently was within the first couple of months of buying Get to Work when it first came out. I have no issues with the Doctor or Scientist career.

Repairing the game may help. To do that, go to games library in Origin, right click on the sims 4 picture and click repair
Try resetting your sims 4 folder and see if that helps. To do that, move your sims 4 folder ( that is in Documents -Electronic Arts - then the sims 4 folder is there ) to the desktop. Then start the game, and a new sims 4 folder will be generated. Exit the game and then copy back the "options.ini" or " options " file and the "saves" , "screenshots" "tray" "custom music " and "mods" folders from the desktop sims 4 folder to the new sims 4 folder, replacing the new generated file/ folders with the old file/folders from the desktop sims 4 folder.

Exactly, the only command that works for an hour is reset DEBUG. Otherwise if I give him a command, even to have him teleport inside the building rather than interacting directly with it's objects, he stays put. The odd thing is, the NPC's are all already in the building, but I've noticed that a lot of them start kind of stuck behind the front desk, with only the chief and one technician on the chemical analyzers starting off active. Then as soon as the civilians arrive (and they arrive late) they start to work again. I haven't modified any part of the police station, and I don't have mods which directly work on the active careers.

So I haven't yet got round to trying out you guys' suggestions, but I made some changes in game which so far seem to have fixed it.
First, I redesigned the police station so that everything was spaced out more, and with a lot less clutter.
Secondly I turned off the autonomy on one specific mod, which I realised was momentarily preventing sims from leaving the lot after the timer ran out because it was waiting for NPCs to carry out the autonomous actions. I have a feeling this one was instrumental.
Third, I switched to a different sim in the same save who was also on the detective career.
Now it seems to be running smoothly.
It is good that it is working okay now
It sounds like it may have been the mod that was the cause of the issue.
