There are a few reasons...
One, playing in a small window means I can have other tools/email/info occupying the rest of my screen space, so I can be aware of more, and efficiently hop back and forth between things. I'm multitasking constantly while I'm at work. Even when I'm focused on the game, I still need quick access to see and use various development tools.
Two, playing in a smaller resolution means I'm hogging less of my computer's power. This helps since I have a ton of different programs open simultaneously.
Three, 1024x768 is our smallest supported resolution. Playing in the smallest resolution helps catch UI issues (because the screen is cramped for size, but we have to guarantee everything still fits), that I wouldn't otherwise see playing in a larger resolution.
I had many sims die by electrocution on one lot one day because the lot had the Cursed lot trait.

Well the trait did say (at least from what I recall) it did warn you :P
