"Introduce Self to Someone New in 3 Different City Neighborhoods."
I only tried once, but it did not register. Maybe it's because I used a polite introduction from Parenthood.
There's the possibility they had already met once before, but that did not stop my sim from introducing herself.

Try testing by having your sim introduce themselves to another sim using the friendly introduction.

Friendly introduction worked.
It is helpful to know that you have found that polite introduction doesn't work with the aspiration .

Your sim needs to meet the other new sims in 3 different neighbourhoods in San Myshuno. The requirement isn’t fulfilled in other worlds.
