After a 2 month break, I've finally decided to go back to playing The Sims 3 on my HP Omen gaming laptop. When I first installed the game + all eps & sps (except sweet treats) I had installed Nvidia Inspector to lock my fps to 60 and to enable v-sync. At that time I had screen tearing issues with these settings enabled, but after researching online running The Sims 3 in Windows 7 compatibility mode can remove the screen tears, which it did at the time. During these two months I had updated my graphics card drivers twice, resulting in my game settings & Nvidia Inspector settings to be reset. After changing the settings to both programs back, I'm now getting screen tearing & stuttering with compatibility mode on.
To try to solve the problem I rolled back my graphics card drivers to the prior update, but I still am getting the screen tearing & stuttering. I noticed that when I went to desktop when playing the game in compatibility mode the desktop is no longer washed out like how it was when I was playing the game 2 months ago when the game played perfectly. I think I might have had the Inspector settings set differently then I had them to before updating my drivers (is there a way to roll back to the factory driver????). Also in windowed mode, TS3 doesn't screen tear, but it does stutter. Can someone help me?

Every time you update your video card it will reset everything including your game launcher.
I don't use nvidia inspector. Im on the 1.67 patch and vsync works fine for me. as @igazor he knows of a few programs that might help
A few additional thoughts:
-- Have you checked your actual fps rates in-game? It's cheats console, fps on, enter. To make the display go away again, cheats console, fps off, enter.
-- I would suggest switching off Win 7 compat mode. It really shouldn't be needed.
-- You are using a profile on the Nvidia Control Panel above for TS3.exe. That's for Patch 1.69 only. If you aren't on Patch 1.69, then the correct one is TS3w.exe (with the "w").
-- If you have used GeForce Experience to optimize your game (although not mentioned), you may want to go back in and undo that with the Revert button. It can make a mess of older games like TS3.
-- If you are on Win 10, possibly you have the Creator Update and it's getting in the way of fps locking, among other things?
