Yes if you want to replace them all just delete your entire neighborhoods folder. Launch the game, and it will make a new one. The whole folder, not just the contents.
Yes, go to your save and find the neighborhood number you want to replace (N001/F001/G001...) Remember it! and delete the neighborhood- if you haven't from inside the game.

Copy the neighborhood number file (N001/E001) that you need and then paste it back where you deleted the old one-Documents\EA Games\The Sims™ 2 Ultimate Collection\Neighborhoods folder
Note: The only neighborhoods that regenerate are the ones that shipped with the game. A neighborhood you made will be lost if you do this. (In case that wasn't clear...)
