I tried all of the above suggestions, still no luck. Ended up using "fillmotive_motivehygiene" to fill the need while I wait for some kind of fix. Figured it was a better option than to keep starting new families.

i think you might be right. my sims were able to bathe the toddler just fine at first but then my mother sim gave birth and it stopped working! i tried everything. what did work was travelling to a different lot (as visitors) and bathe there, and that worked just fine. (well, worked the first time. not so much the second time i did that, so maybe I did something wrong? I'm going to age up my second sim baby to see if it works.

Thankyou for your feedback about the birth of the baby. It will good to hear if the issue is fixed after aging up the baby.
I finally got time to do some testing. I used the Goths withno lot traits. Once again as soon as Bella had a baby no one could bathe the toddler. I aged up Ophelia, the first toddler, but still no bath. Then I tried giving her a bath in a bathtub I had added to the third floor and that worked. So if there is enough space, adding on helps. My first family is also glitch free at the moment but I moved them before I did any checking so they are not a good test case.

I aged my second child (the baby) and tried giving my first child (the toddler) a bath (i only have toddlers and adults in the lot now) and it worked! it froze for a split second in the typical time it would glitch out before (when it didn't give baths) but it worked just fine and now i have clean toddlers. finally!
It surely is a baby problem just tested this out i had 2 ya 1 toddler and 2 baby's when i aged the babies up it worked like a charm again.
So the solution is to age the babies up when you have them for now until they fix it.

I can replicate this and it definitely seems to be the baby.
If you have more than one floor, put the crib on a different floor than the baby. If you have one floor, put the baby outside while you bath the toddler
It happened to me with the nanny. I'm not quite sure if it was the nanny or the tub, cause when the parents came home I decided to try a different tub and it worked.
This happens to me too, but I noticed that this only happens when I try to give babies a bath on the second floor. When I try to give babies a bath on the first floor, I do not have any problem.

There is an issue when there is a baby in the house hold. You can either age up the baby, or wait for the baby to age, or have the baby outside or on another level of the home when bathing the toddler.

It surely is a baby problem just tested this out i had 2 ya 1 toddler and 2 baby's when i aged the babies up it worked like a charm again.
So the solution is to age the babies up when you have them for now until they fix it.

There is an issue when there is a baby in the house hold. You can either age up the baby, or wait for the baby to age, or have the baby outside or on another level of the home when bathing the toddler.
