Anyone notice the dirty clothes floor decoration? (CL)

Hey guys, I was playing City Living and when I got my first apartment it was littered with clothing. At first I thought it was locked to the ground to show how grungy the apartment is, but I was surprised when I went into Build/Buy Mode and was able to pick it up and even sell it. That was literally all for the experience "Laundry", does it serve a purpose? I remember in Sims 3 when laundry was added, there was the occasional laundry that littered the floor that looked sorta like the ones in City Living, but you could wash them and they would come from your sims. Are the laundry a buy-able thing in the Build/Buy Mode? I was wondering if I could have them strung about for a story I am doing, but wondered if they were just there for that "oh gosh" shock when you got your first apartment.
