I have a lenovo laptop, bought for about 200 USD and I run without any lag at all. So maybe try looking into lenovo's?
It's a lenovo g50. Sims 2 plus all expansions installed, about 5 of the sims 3, and all the sims 4 expansions installed and I don't lag at all.

That's highly NOT recommended. Very low end laptop that is not designed for gaming.
