  Hello
  Try checking in game to see if you have the tiki bar and other items that came with these two packs. The notice may be meaning that you are unable to purchase these packs separately, because they are a part of Digital Deluxe.

  I do have the party decorations for Up All Night and the Flaming Tiki Bar for Life of the Party.

  It is good that you have the items from the packs in your game. The message is saying that these packs can't be bought separately. They need to be bought as a part of Digital Deluxe.

  No, you don't need to repurchase the Digital Deluxe.
  Are the items that other simmers used in their builds from Digital Deluxe not showing up when you place their builds in your game?

  No, but you might need to redownload Digital Deluxe from inside Origin. My Game Library > Sims 4 > Extra Content > scroll down to the Digital Deluxe upgrade.

  @rosemow Yes, the items that other simmers used in their builds from Digital Deluxe isn't showing up when I place their builds in my game. I'm able to use the Digital Deluxe items from the game.
  
  @luthienrising I'll re-check to see if I have any of these items. If I don't then, I'll re-download it from Origin.

  The simmers that created the builds, may have had sims wearing the cas items from Digital Deluxe when they were play testing the lots, and the game has detected that and classified the lots as having DD content. There may not have been any DD build items used in the lots, so that is why they are not appearing in the build when you place it.
