What are mods and how do they work?

Hello all, hope I'm posting this in the right place. If not, I apologize.
I've never used mods in my game, nor did I use them in The Sims 3. I was wondering what exactly are mods, where do I get them, and how do I put them into the game/use them? I really wanna use a mod, but I don't know the first thing about it. Any and all responses are appreciated!

You're welcome. I love MC and the other one too but I know you are like the official person when it comes to how to get that one to work. I use it but sometimes I'm not sure I've got my settings correct.
Anytime you have a question, feel free to ask me. I prefer posts to my MC Help thread, but, PMs or tags are also welcome.
I may not know the answer, but I seriously don't mind taking the first shot at getting things going, before involving Deaderpool. Sometimes I get lucky.
