Most computer and laptops are "bigger and better" than at the time when Sims2 and subsequent expansion and stuff packs were released (2003 to 2008), so running Sims2 should not be an issue. All you need to check is the amount of RAM (more than 2GB) and a reasonable graphic card.
Which version of Windows is running on this laptop?
If the Windows version is greater than Vista, you will need to run in compatibility mode - right-click on the Sims2 icon, select properties then the compatibility tab and change to either Windows XP or Vista.

Yep, it is actually even more safe than trying to edit files yourself, since the program does it for you you cant mess anything up.
I would definitely say it's probably safer! I told my husband (a computer programmer) what I needed to do and he did it for me because I didn't want to screw anything up.
