Is there anyway I can move the paper boy up to the next level? (photos)

The young girl's name is Lillian Faye, and she fell in love with the paper boy, this young man.
But the problem is I can't find anyway of moving their romance up to the next level, which would involve the first kiss. I can't call him on the phone, he is not on the list of people she can call. When he is over to deliver the newspaper, she has these options;
Flirt - Caress, Goose, Hold Hands, Check Sim Out
Talk - Chat, Hang Out
Tip, Influence To, and Cast Spell (Lillian's a witch)
I was really hoping that she could experience her first kiss while she was still a teenager. To be able to hang out with him more than just when he is delivering the papers, because unless it is the weekend, they don't have a whole lot of time before she has to catch the bus to go off to school. Is there any other way I can try to get these two love birds together? I was really hoping to have this done before she aged up, because when she goes off to college, there is a whole new world, and new guys for her to get to know.

That would have been a problem for my sim, before I added the mod, I couldn't interact with him other than the above mentioned choices.
