I don't know why he wasn't added automatically after the marriage. I thought spouses were, but as I stated I always move in sims first so they are controllable for the wedding.
Do you use mods? NRaas MasterController has an "add sim" option which would add him to the household regardless.
If not just wait for other people to reply. This forum isn't exactly fast moving.
edit: is this the standard Sims 3 on the iPad? For Mac, I presume? You should probably clarify. I'm assuming you aren't playing a mobile specific version of TS3 (not that I know if one even exists). I play on PC, personally.
I do not, I've only been playing since last night.
I'm wondering if maybe I just can't have him move in because he was already living with someone else. I had her have someone come over, move in, get married, then they divorced. Then she married this one, they have a baby but it's not giving me the option to have him move in. (Yes, she's being a home wrecker lol one of the wishes was to be romantically involved with more than 2 Sims and the first husband was always insulted and no sense of humor)

Try Edit Town. I frequently forget about this. Go into Edit Town and click on the map tag for his household. There should be an option to split up the household. Move him out, if you can, to the clipboard, which is just the upper left of the screen. Then merge him with your sim's household if possible. Or maybe use the merge option directly when clicking on his current household. I'm not sure the best way to do this, so save before you try and exit without saving if it doesn't work out. But I think you should be able to combine him with your active household through Edit Town one way or another.
For future reference, you can't play TS3 standard on an iPad. The mobile versions of TS3 are very different games from the PC/Mac version. There is a Help board for those versions here, though it's not exactly heavily trafficked. http://forums.thesims.com/en_US/categories/iphone-mobile-discussions
