You should read the installation for the mod(s) you're interested in. In some cases you have to extract the file into your Mods folder, other times you merely place them into the Mods folder. Also read the creator's instructions on how to remove them. Sometimes you can just delete them. Or pull them from the Mods folder.

The folder named Mods is created by the game to put mod files and custom content into. You'll find it in
Documents
> Electronic Arts
> > The Sims 4

If you create subfolders in your mods folder, you need to edit the resource.cfg file so as the game recognises the cc. This link explains how to edit the resource.cfg file. http://www.modthesims.info/showthread.php?t=531644

what's a mods folder?
Go to your Documents/Electronic Arts/Sims4/ there's many folders inside your game. They have already included one named Mods, since this iteration of the game is mods friendly.
