Hi i am new to this discussion. I have Found the following added solution to 1 Sept patch.(sims 4 bug report forum at ea).

With new sims it seems to be normal. But the problem is with some sims that my sims had this bug, but were not with the full relationship bar. So when my sim talks to these sims to the relationship bar stay full, does not conclude with friends, only acquaintances.
Edt.: I think I solved the problem with bug friendship. I will try to explain how I did.
My sim A was talking with sim B to the relationship bar to fill and become friends. But as I had already reported the bug of friendship was still there. They were acquaintances. I was in the house sim B to see his relationship with the sim A. I saw that they were like friends, really. Then i did sim B talk more with the sim A, and then returned to the house sim A. When I did this, I had a surprise. The sim A now was friend of sim B!
My conclusion: The update fixed the bug, but not with those who were affected. For them to get also fixed you have to do manually.
I found this solution in tandem with sept patch fixes relationship with sims created before the patch.

thanks @AJAX504 are you saying loading a new house/screen fixed it so that full bar for relationship correctly showed them as friends?
Yes I found switching control to the sims house listed as acquaintance under friend heading. You can talk to your sim and switch household back to your sim The acquaintance will be changed to friend. This works for sims created before sept 1 patch. Example playing Bella Goth house hold and Dina Caliente is listed as acquaintance under friend heading You change control from Goth household to Caliente household and visit Bella to talk to Dina and then save. Change back to Goth household. The friendship should be listed as friends. Thanks to suggestion I found on bug report forum.
Hi again I forgot to add you have to save both times switching from household A( Bella Goth) to household B (Dina Caliente) and save again before switching back to household A(Bella Goth) mentioned in my previous message. This is to solve sim listed as acquitance after sept 1 patch. Remember the sim listed as acquaintance needs to talk to your sim on there lot. The sim listed as acquitance will have your sim listed as friend in the friend category and will fix said bug. Thank you and happy Simming

thanks AJAX504 for all your info. ive been testing my game files and found some were fixed without needing to take extra steps but another was only fixed after i had the sim go to different lots a couple of times.
It is helpful to know that by travelling to different lots a few times it has helped to fix some of the relationships where there was still an issue. Thanks for letting us know your testing Ceejay.
I had to actually wipe my computer back in August due to a nasty virus. Which of course meant that I had to reinstall the game. 2 nights ago I started a brand new game. This was after the update of course. My sims are still having this issue. I have switched sims. I have had my sims travel to multiple lots. I've also Repaired the game. Currently their relationship panel is showing Best Friends (I am assuming this is because they became BFF's), Acquaintances, and Lovebirds. I hope the Sims 4 team is still looking into this.
Sorta fixed. If you increase the relationship to where the other sim *should* be a friend, click on the Relationship icon in the lower right, then click on Friends. You should see the other sim there, but it's displayed as an Acquaintance. The sim *is* your friend. You can save and reload the game and see the correct Friend relationship!
This bug is still not completely fixed,I'm dealing with it right now. My 2 sims are divorced but I want them to be back together again. I've managed to get the pink bar up again till 50%, but they're listed as acquiantences. They are also best friends. I've tried a lot to fix it but it just doesn't work, it's so frustrating..

The panel lists the statuses that your sims have been in their relationship. If there is both acquaintance and best friend listed, it means that at one time they were acquaintances, and now may be best friends again.
Hi @rosemow , I know that the panel lists the statuses that they have been in their relationship, but it says that the current relationship status right now is acquaintences, which is not quite right since the green bar is filled 100% and the pink one 50%

I am sorry that you have this issue. Could you perhaps try to let your sims friendship level decay or use cheats to destroy their friendship level. Then start building it up again or use cheats to build it up again, and see if you can get it to go from being acquaintance.

Are the relationships stuck on the acquaintance level and can't be shifted upwards ?
If that is what is happening, try destroying the relationship. Then try building it up again, and see if that helps.

And to add to this question @WizardOfRoz can you confirm your game patch is up to date? I will say a few patches back after the fix for this problem I noticed the decay of relationships seemed to be faster than before the problem but I believe that is intended.
I always keep my game up to date. I take my mods folder out and have a CC free game that I play whenever there is an update or I install a new stuff pack, etc. I also repair my game before I play after a new update or installation. And if I have an issue even after doing all that, I will take my Sims 4 folder out and generate a new one. :} (I go overboard maybe? ) I haven't been noticing this issue anymore... so... Yah, Happy days! Hopefully, this is the last I see of this issue.

Im getting this problem with the last level of the Social Butterfly aspiration for my child i know we got the patch and it should fix it but the bars almost full with the kids i took on vacation and it only says she has 1 of 3 children friends and 0 of 2 adult 10/27/17

There is an issue that sometimes relationship statuses only alter after traveling to another lot, which causes issues with registering for aspiration requirements
