Sims Won't Stay on Lot

I have just started the Asylum Challenge, and it requires my sims to stay on a lot at certain times. My sims keep going out to fulfil needs that can't be fulfilled on the home lot. Does anyone have any ways to stop this (other than turning autonomous actions off)?

I'd use that, but because of the money restrictions of the challenge there's no walls or doors on the lot.

I thought the funds were only restricted AFTER the lot was built and Sims moved in. I went to read The Sims 4 Asylum Challenge posted by @simswithcheese

Go to gameplay and turn off autonomy. It's in the opening menu. You can also adjust aging, etc. and it's easy to put it back when you need them to fulfill their own needs.

@EuphorialQueen is correct, in a normal Asylum Challenge a house is built before you decrease the money.
