  Thats already possible i believe, just type 'Testingcheats on' into the cheat bar, and hold shift and left click the sim you want to add. And there should be a option to add the sim to your household! Easy peasy. :]

  Install this mod and there is no need to enable cheats, just shift click a Sim and that selection, among others, are always there

  Edit households in CAS, from the Manage Households screen. You can add to the families there. To do All The Things, use the cas.fulleditmode cheat first.
