You only need Blender and a 2D editor to use Sims 4 Studio. If you prefer 3DS Max you can use it but it isn't necessary to own that in order to make meshes. Blender was chosen as the main 3D editor for Sims 4 Studio because it is free and very powerful
If you use Sims 4 Studio the item you're working on is imported into Blender positioned on a textured model for you.
If you're using another editor you can download the models in wavefront obj format from this link at Sims 4 Studio although these are not textured like the ones in Blender are.

Yes, Blender and Sims 4 Studio are all you need to make a new hair mesh for sims 4. If you don't want to use EA's textures you will also need a 2D editor like Paint.net, GIMP, or Photoshop.
