Please add my name to the list too, it bothers me to no end to see the poor little ******* plowing their way through the snow with the starving icon above their heads, every time I start a new save I go through and add bottomless pet bowls to all the empty houses and business's and I rule out 97% of worlds simply because it takes the critters to long to get any where, with this button enabled our sims could have a few pampered pets with out any strays suffering
A family member of mine recently asked me why they don't have animal shelters for catching strays in Sims 3.
And it occurred to me... this could be an addition for what you're asking for. Have it set up so that animal shelters can be called out to pick up strays and keep them safe. Maybe even make it so that all strays disappear into a shelter during the cold months.
That could be added on as a toggle, for those who want strays, but don't want to see them suffer.

:oops: Strays RL or in game break my heart. LOL just ask our formally stray, now spoiled rotten orange tabby :shock: Starving freezing critters are not something I want in MY game.
Its the main reason I didn't get the Pets EP.
I can't remember for sure if I ever wrote the words on this thread that I wanted to sign and be put on the list. If I haven't already been put on the list, please do.
I am so glad that this thread is here and that people are signing.
Maybe the once in a blue moon stray wouldn't be so bad, but the Sims has like a third world level of strays. In this game you will see more stray dogs in the wild than deer or wild horses and that just isn't believable, not to mention the added guilt of leaving a small dog outside of your doorstep in the snow. Yes please, either get rid of strays or tune it WAY down.
It doesn't exactly make me sad, they're just a bit of an annoyance. If i remember rightly in the Sims 2 there was a gnome that you could click on to choose "strays un/welcome", Maybe they could make it a store object?
If not i'm almost 100% sure there is a mod on another site somewhere
