Reading toddler skill books give them s boost for a variety of skills. Getting them to read in the library gets them to read all 9 of the books really fast.

If you have the drum, then toddlers can gain that skill too, though technically the xylophone works for that. And, as Karritz mentioned they can learn writing and art and logic from toddler books. (I always take my toddlers to the library and have other sims read the toddler books to them there because, as Karritz mentioned, it is much faster skill gain at the library.)
