I would love for them to take elements from all of our past vacations in Sims games. We can't have restaurants, but they could do food stations like in TS2. Not a food truck or food stall like we have right now, but one with a counter and seating like TS2. They could also give us cafes with outdoor seating like TS3 where a waiter bring the food out to you, but you can't go into the cafe itself. They could also give us buffets, and not like the current ones we have. I'd like actual buffet trays, salad bar, etc. that are built into a covered counter or on a long rectangular table. They could have several swatches for the location we're visiting. The food on the buffet should be based on the location as well. They could give us the option to set what's being served, or have an NPC set it based on time of day (not sure how it would work or if it can). It would be set for breakfast or lunch/dinner depending on time of day. Salad bar would have salad in the afternoon evening, but it would have yogurt, fruit, and cereal in the mornings. They could even have a desert counter.
I want to see a return of local touristy activities and performances. I miss the fire dances, log rolling, axe throwing, etc. I also want them to bring back snorkeling/scuba diving that we can actually do. They should make an underwater lot that allows us to swim and explore stuff like a sunken pirate ship, reefs, caves, etc. My favorite vacations were TS2, but I also loved explore tombs in Egypt. I also thought Paris would be an amazing vacation spot if it was done correctly, but the TS3 version was severely lacking for me. The main thing I want is hotels to come back, and they need to do cross pack integration, so we can put spas and restaurants in the hotels. We need gift shops and interesting activities to do. Dance classes? Swim up bars? WATER SLIDES! Beach volleyball or a volleyball net for the pool. I need to stop thinking about all of this because I always get these ideas and am disappointed when TS4 fails to live up to my expectations.
I would like both Sims 2 and 3 for vacation yes you can explore and have an adventure like in Sims 3 or relax at a hotel and resort like in the Sims 2 we bought souvenirs, got along with the locals and the Sims felt relaxed and refreshed when they went home.
Adding a hotel/resorts expansion pack to the game, a Mediterranean or Asian themed world, being able to run and manage a hotel, hiring staff, adding a active lifeguard career, more hot tubs, kids clubs for Sims Parents to drop their children off for a bit, bars, pools, waterslides etc.
Let's pretend that the sims travel by airplane.
From this venue they could go to vacation by talking to airport ground staff.
The NPC townies (Tourists and business sims) would visit this place with a suitcase.
So many cross-pack features will be tough to do.
I don't know if we have a regional souvenir tag system. If you mean unique collections in every world, I think purchasing them in stalls is unfair and less challenging.
But I love the other ideas you propose. It has great potential to become another EP without a world but making all meaningful.

The travel agency will offer a 50% discount if your sims decide to plan vacation at Sulani in Autumn/Winter.
Sometimes when you travel you expect to do a number of things before going back home.
Vacation Aspiration will give some touristic goals.
Like SimCity some big objects could be added to attract tourists.
For the students who want to travel at a lower price and share this experience with unknown sims.
