Cheat box not working

Hi, does anyone knows why a cheat box will not load? I've been pressing the usual Control+Shift+C on the keyboard and nothing is showing up on my screen, my keyboard is working fine and I have disabled any mods I had installed but it's still not showing up, I have updated my game, and repaired it but no luck has anybody else had this issue and if so, how did you fix it?
