Fabulous ideas! The Sims 4 needs a few more luxury items to purchase in the game as there's no cars, no expensive jewellery and clothes, no yachts, etc.
Lol i have a couple of households with 9 999 999 because after completing the business career i got investments giving me 400k per week to my sim even after he quit his jo... so i play with no money restrictions, #ParadiseCity its a millionaire city !
These houses are pretty but we only have flat terrain in TS4. The mounds we can create with the terrain tool look out of place, even more so on small lots and not very realistic.

After 22 years of flat lot, adding slope lot would be a new challenge for Builders
Beaches are also flat terrain. I would love if they added back the real sloped terrain and possibility to build on slopes or even to attach buildings to vertical rock faces.
I like the idea if fake friends and love interests, it would mean your sim needs to be friends with other rich sims. I play a lot of rich households so this sounds like a lot of fun
Yes, I play big families in the sims. please add crawling babies and pre-teens, My mom played sims 1 and 2 now I play 4, its just family tradition at this point
My Main Sim is a young Global Superstar. He's well on his way to 4 Million Simoleons. So, what did he do? He purchased a new Grand Piano. And he and his wife are now having their fifth child. He's also considering a Llama or a Cow to add to their chickens and the garden. They desire to eat off of the land.
Note: My Sims frequently donate money to charity. And they aren't greedy or mean. I don't like stereotypes.

We could have an EP with a singer career (similar to "Showtime" minus sending our Sims in everybody elses games).
That would be perfect for a § 1 million lifestyle: New objects (like cars, garages, motorbikes, round swimming pools, helicopters, golf), new food options/items (like caviar, golden chopsticks, golden fork and knife), new clothes and accessoires (inspired by Versace and Gucci).

As a good citizen who spend a lot of money in the city, this sim will obtain influence.
For example the principal will think twice before expelling the child of rich contributors.
If the principal do it, the parents could use their influence to change the principal's mind or replace her by somebody more cooperative.
I wish the rich sims could have assistants, maids, and personal chefs like most rich people do. Maybe be invited to personal parties of other celebrities?

It's nice to be wealthy but it's better if your sim is one of the richest sims in the world.
Of course expensive prices will bring wealthy consumers with an eccentric behavior.
New items specially designed for this purpose could be added (gold mannequin, jewels, perfume, ...)
And very expensive hotels for Millionaire Sims to stay at and spend all their money.
There is an Off-the-grid category, I would like to add a "Platinum Card" category to find all the expensive objects designed for these richest sims.
