Hair Recolors-All Tutorials are for batching with pallets?

So I'm trying to learn recoloring, but so far about 90% of the tutorials I've found are for using PSP actions to batch recolor a mesh with an EXISTING pallet. None of them explain how to CREATE pallets, either. I want to recolor hair with MY OWN COLORS. Is there some reason no one wants to share this information? Is this just so basic in CC that "everyone already knows" except those who DON'T know? IS there actually a tutorial that REALLY teaches how to COLOR hair rather than slap a pallet on it? I don't understand why this is such a hard thing to find information about.
