Inconsistent Terrain Quality (possibly solved?)

Couldn't find any issues that seemed like the same thing anywhere (it's a hard enough thing to describe, and any results I could find from trying to describe it were clearly different issues), and when I tried solutions for other graphics issues that I could find, they didn't seem to help.

I just recently started up a new Sims save, but I've been playing recently on a different one with no issues. In setting up the new game I wanted to be playing, I disabled a few expansion packs because I thought that was supposed to make it work better (disabled Seasons, University Life, World Adventures, and Generations), and I also added a few mods and some custom music.

When getting into the game though, the quality on-screen is inconsistent and there are clear lines where you can see the division between the better quality and worse quality. I wouldn't mind as much if it was just always the worse quality as long as it was consistent, but I can't seem to find a way to make it so. I tried a bunch of changes to the in-game settings, as well as removing all of the stuff I added for this, the mods and the custom music, but none of that fixed anything. I have this screenshot for an example of what I'm talking about. The red arrows were added afterward to point out some of the problem areas in case it's not immediately obvious.

It's not like it's an issue of it loading the higher quality in the area either. As I move the camera, the clear divisions in quality move with it. That makes it a lot more of an issue in actual gameplay. I could probably get used to it if certain areas were low quality even though that would also be awkward, but it really stands out when moving the camera.

Also, I tried loading back to the other save which never had this problem, but it does now, and I can't see what could have possibly caused it if it happens even without any of the stuff I added since playing on that file.

Edit: I experimented with in-game graphics settings some more (took about an hour of relaunching the game to see if things changed), and as far as I can tell, setting Texture Quality to High fixed the issue. So, in a way, that's a solution. What baffles me about it though is that I'm almost positive I was playing without Texture Quality on High before and that issue never came up. I was deliberately playing on pretty low settings and things seemed to work fine then.
