this is unfortunately a "bug" i dont think will be fixed soon. what's happening is that the "male" and "female" rigs are different, with different "snapping" points for clothes to stick to, so that they will morph correctly with the frame of the sim. what's happening here is that by choosing a "female frame", you're choosing the female rig, and the pants are designed to snap to a certain point in the rig's crotch. however, because the pants have been designed for a male rig, it just distorts the fabric.
similar issues happen in most of the CAS catalog. feminine shirts worn by male sims are built for female rigs, so they have in-built breasts. try putting a feminine-only shirt on a male sim, and you'll see he suddenly has a swell in his chest. what especially sucks is that you can't fix this issue by using feminine pants, because half the time they'll "crack" the waist of a feminine-framed male sim.
what this means, essentially, is that the feminine pants have a waistline that matches with female sims. feminine-framed male sims have a SIMILAR frame, but because their torsos are masc, the bottom of their torso clips into the top of their pants. it's frustrating. you either have to accept the crotch dip, try and cover up the cracked torso, or pray that you've found a magical unisex pair of bottoms that work for your sim. as far as i know, there's no way EA will try and fix this, considering it would require re-modelling or re-rigging a huge amount of CAS items.

There is already one. It seems Maxis is fixing them, several pants are better now 🙂 .
