The Sims team hasn't updated any townies since their release. They have 'updated' versions of townie families on their gallery page, though. Maybe you downloaded a gallery Bob?

he did have somewhat different face in some of the renders especially like the earlier ones



so perhaps that?
(i say eliza got bigger nose job actually )

but i mean after they made them actual household he been looking same

though him getting thinner may also make his face look different cause of the lost roundness
