Weird graphical issues

I have been playing TS3 on my existing computer for a year or so. I am seeing some weird graphical issues and thought maybe someone can help me troubleshoot. I have Windows 10 64 bit, 32gb RAM, Nvidia GeForce RTX 2080 video card with 8gb RAM. My display is set to 1920x1080 and that's the same setting I have chosen in the game. I'm playing in windowed mode.
The issues I'm having are:
One sim who is a bit chunky will sometimes be skinny suddenly and then when she moves a certain way, she's chunky again.
Sometimes a Sims arms will be huge blobs while the rest of them looks normal
Are these normal bugs or something I can fix with a setting?
