Puddle and pool flicker during rain?

Hey all, I recently followed a bunch of the steps here: https://steamcommunity.com/sharedfiles/filedetails/?id=1131162350 to get my sims 3 game working on my brand new laptop. During gameplay, I have noticed during rain I get a weird flicker/ fuzzy on pools, hot tubs and puddles. I have tried to lower graphics on water but that has not helped. Any ideas?
