Update or hidden cc?

Is this new? Has it always been here? Or did I get some cc somehow that I never remember downloading? I really don’t remember patterns like that on these, and I know I never intentionally downloaded this. They also don’t show the little wrench icon, so I’m thinking it’s an update (or I really don’t pay much attention).. 
Edit: so I’m pretty sure it’s cc, but I know it wasn’t something I downloaded.. I’m guessing it was hidden in a set. Anyone recognize it? It’s cute, but I’m not sure I want it. I can’t find it in my folder at all, I’ll have to wait until tomorrow to open Sim 4 Studio to see if I can locate it that way.. weird though
