Increasing Handiness with Eco Upgrades

Currently (in my game) upgrading a home item with an Eco Upgrade Part doesn't increase handiness. I think that it should. Also, I've upgraded the shower twice and I don't get a positive Eco buff which I think should happen. I do get the negative 'ouch' buff from injury though.
