Raised Porch on Top of Floor

What I'm wanting to do is created a raised porch on a flat rooftop. I tried placing the porch on the ground, raising it, and then moving it. But, it reverts to flat after the move. I then tried placing it on the roof and then raising it, but the whole house raised. This porch only covers a small part of the roof. Is there a way to do this?
This game needs more Sailor Moon!

It's so frustrating as my house in real life has a split level and I would love to create it in the Sims.
