Scholarships

I made a possible mistake with my current sim. I had her apply for scholarships while she was a young teen and hadn't gained much skill yet. She was eligible for the one for sims with low household funs, but declined for the Windenberg one. Ever since, the scholarship option has been greyed out. I hoped it would become usable once I got to a new sim week, in the hope that it was a time-restricted thing, so I could apply again once she had some skills. No luck. She has just aged up to young adult and I still can't apply for more scholarships, and she now has several skills. Am I doomed to a life without skill-based scholarships?

Update - I enrolled her and sent her to live in the dorms and she can now apply for new scholarships. The only one that came up so far was the Britechester one. I'm surprised the skill-based ones didn't come up.

The skills must still not be high enough?

Perhaps yeah. I thought having level 4 in a few skills would be enough but I guess not.
