City Living townie roommates?

Are all my roommates going to be city living generated townies? The videos I've seen so far seem to indicate roommates will follow the pattern of my other townies.
Aside from mods(don't use any) can I fix this? Make other sims, move them in and enroll them manually to live in the dorms? If I make them unplayed after I enroll them will they still need to be actively played when I enroll my own sim?
