Simray - Why can't I "Transform Sim" when I upgrade the ray completely?

I have purchased and upgraded two Simrays completely and I only get the option to "Transform". The objects transform but I am not able to transform a sim. Is this a bug? I'm about to buy another ray and only upgrade it with the "Transform Sim" option to see if it makes a difference.
