It depends on how you wish to set up this household and how you intend to play it. There are a number of NRaas mods required to create and work with overstuffed households. MC only lifts the limit when specifically using MC commands (such as Add Sim, Instant Baby, Adopt, Pollinate). If you wish to move sims in and and out of overstuffed households the in-game or Edit Town ways, then Mover is required. If such a household is ever to be left to its own devices not actively being controlled, then StoryProgression. Try for Baby in-game is another story. PortraitPanel, while not strictly a requirement, is needed to get more than 8 sims to appear on the portrait panel on the left side of the screen once the household is already overstuffed.
@king_of_simcity7@igazor - The somewhat wonky and wobbly "Neighbourhood Pet Adoption Center" manages to both lift the limit of 10 and add another icon on the portrait panel to the left, without any help from mods. I have no idea how or why, it just does whenever it feels like it. See below for proof:
@SuzyCue72 is correct though, because under EA standard (without mods as she is playing) there is also a limit of 10 sims per household including pets. So that could be for example 6 humans and 4 pets, or 8 humans and 2 pets. Her screen shots show 8 and 3 for a total of 11 sims which ordinarily without mods is not possible. But the goofy Pet Adoption Center scenario doesn't really make those baby animals part of the household permanently, they are only there until someone comes along to adopt them or if no one does they get sent out of the game.
Not sure what happens if we make the household active as she has done before the scenario is over, I didn't even realize we could as I've had it suppressed by NRaas mods for years now.
PortraitPanel, the mod that allows the display of more sims at any given time, isn't really magical. It's uncovering resources that are really already there but hidden, then scripting their usage. There are other issues with households being overstuffed, not including the baby animals in the adoption center scenarios, where the households are not being seen by the game as defined properly. That's where the other mods (MC, Mover, SP, etc.) come into play.

Getting back to the MC method though, the option is NRaas > MC > Settings > Allow More Than Eight per Household and it is False by default.
