I have looked everywhere. but this is my first time dealing with AMD cards. But I need help finding out how to limit the fps. i have looked everywher without any real resent answer on how to do so.
Which AMD provided tools to use to control the card generally depends on which card you have. My new one works with the Radeon Pro app, older ones required different control panels. But for fps limiting, like most everyone else I know of on AMD I use RivaTuner Stats Server (RTSS) and it works fine once we get used to the unusual setup interface. RTSS must be running alongside of the game in order to have any impact, but it can be set to startup with Windows. One just has to be careful not to accidentally X out (quit) the application after making adjustments (minimizing it is fine) or else unlike Nvidia Inspector and most of the others we can't use, it just won't be running anymore.

@igazor mine is on patch 1.69. I think it is working now. I case see the fps indicator in the color i chose and the location i wanted it. does that mean its limiting the fps?
Patch level doesn't matter except that the executable to limit if not using global settings is TS3.exe for 1.69 but TS3w.exe (with the "w") for 1.67 and below.
The colored fps indicator means it is displaying your actual fps, but what does it say? It should be keeping things at or under the refresh rate of your monitor as you play and move the game camera around. If that's 60 Hz as most of them are, then 60 fps, but some can run higher. For RTSS we get to specify what we want the upper limit to be under the setting for "Framerate limit."

I limited it to 60 fps and I am playing in Rflong's beach city and getting around 30 fps on windowed mode
I'm sure that's fine then. I get fps drops all the time on busy lots, tombs are the worst and they can go into the single digits on me, but the drops can happen anywhere.

Its staying below 60 and going between 25 and 60 in full screen. Depending on if my sim is moving and to another location and if thw camera follows.
