underwater lots causeing loadingloop

I have put followed text into a translation tool
I have been trying for some time to place some water lots outside Island Paradiso at my Sims3 savegame. Mainly in Barnacle Bay and Sunset Valley. I can place the lots anywhere, give them names and save the game before I go to the building menu of the lot. Whether it's a dock or an underwater plot. After I have placed everything so that the lot can fulfill its function, I want to switch back to the map view so that I can save. However, a loading loop with the plumb bob in the middle starts at the dock lot and the underwater plot (marked as Not for visitors). Whether in Sunset Valley or in Barnacle Bay.     It is very important to follow all the steps exactly.
    Tip in the video: before saving make sure lot assignment is: Diving Area. When Karritz exits to Main Menu in the video: you should quit the game. Then start it again. You need to re-enter the cheats. Diving lots need dark blue water to function. Might be hard in Barnacle Bay. (Karritz have done it though).

    Other tips: Save often. Save as for backups. Quit the game all the way to desktop often. Do not stay in Build/Buy for 30 minutes in a row. Do not have lots of other programs open when building. Build in a new Sims 3 folder.

    Remember to exit the cheats before playing the game. Exit them before quitting the game. To exit: write them in reverse order. Change "on" to: off. Change "true" to: false.

    I decided to write it out, since it is complicated.

    My steps following the video by Karritz:

    Make a new Sims 3 folder. (Ask if you need help with this). Karritz had a few NRaas mods in it. I am guessing: Errortrap, Overwatch. Maybe MasterController. I have none.
    Graphics settings do not need to be high. I check off all gameplay options when building.

    Make a new save. I chose Sunset Valley.
    Enter Edit Town: exit tutorial.
    Save.
    Choose World Editor. Place a lot. It needs to be on dark blue water. It needs to be accessible to sims.

    Enter cheats: Open command field: Ctrl+Shift+C. Write:

    testingcheatsenabled true (press enter)
    buydebug on (press enter)
    enablelotlocking on (press enter)

    Change Lot Type: Community; Diving Area

    Enter Build/Buy on lot. Choose: Terrain Tools > Flatten lot.
    Go back to Edit Town.

    Save.
    Quit game.
    Delete caches in Sims 3 folder.

    On lot choose Build/Buy.
    Buy mode>Sort by function>Debug (question mark)>Miscellaneous objects. Filter on Island Paradise. Place a Scuba Buoy on the lot.
    From Fish spawner tab: place a surface shark spawner.

    Go back to Edit Town.
    Save Diving lot to library.
    Bulldoze lot. By this it turns to: "No Visitors Allowed".
    Change it back to: Diving Area.

    Enter cheat. Open command field: Ctrl+Shift+C. Write:

    setimportedterrainoffset -0.1 (press enter)

    Place copy of Diving Area from library to lot. Do not rotate. Just press Accept.
    Enter Build/Buy on lot.

    Delete the buoy. The fish spawner has duplicated. Delete both fish spawners.

    Go back to Edit Town.
    Check the lot assignment. Make sure it is Diving Area.

    Turn off cheats. Open command field: Ctrl+Shift+C. Write:

    enablelotlocking off (press enter)
    buydebug off (press enter)

    Save.
    Quit game.

    Make sure the lot has assignment: Diving Area.
    Go into Build/Buy on lot.
    Add another Scuba Buoy and Surface shark spawner. I added an Underwater shark spawner too.
    Set diving level: Ctrl+Shift-click on Scuba buoy. Choose any level other than zero. I chose 2.

    Go back to Edit Town.
    Turn off cheats. Open command field: Ctrl+Shift+C. Write:

    enablelotlocking off (press enter)
    buydebug off (press enter)
    testingcheatsenabled false (press enter)

    Save.

    Test it!
    I imported two sims: a mermaid and a human diver (skill level 2).
