Unable To Change Lot Types

This didn't come with the Island Living expansion pack, however, it came with the patch beforehand. I frequently change lot types, i.e. replace a bar lot type with a residential type. In the new patch, I noticed you are no longer able to replace these different lot types with residential lot types. Whether this was accidental or intentional, I would rather be able to change any lot type, as I believe it gives the player more room to do whatever they would like to the world within their game.
