How to get a townie back?

Forgive me if this is a simple thing to do I'm new to sims and I don't know all the cheats and such...

I was planning to get my Sim to date a sim named Christopher Steele but the newspaper said he moved away from Sunset Valley... Is there a way to get him to move back in town...?

Not exactly, but kind of. Once a sim has emigrated out of a world, they are out of the game and only a tiny bit of data for them still exists such as might be needed to populate relationship panels for old friends and family trees. But the sim is actually gone.

What you could do though is start up a new game, save Christopher as a household down to the bin in Edit Town, and place this new one into your existing game again through Edit Town. It will be a fresh starting out version of Christopher, not the progressed one your sim might have already known prior, but would this be close enough for your purposes?
