There is a simulation lag fix mod which some people reported was effective. It hasn't been updated for the last several patches though so you wouldn't want to use it I don't think. Someone did post an update for the python update in November, in the comments of the mod at http://modthesims.info/d/617117/simulation-lag-fix-updated-8-24-18.html.
If you want to be brave and try it out, feel free. Note, make sure you get the one linked in the comments NOT the main download. The main download isn't updated at all for the November game update and will not work properly.

I might sound like a pain for saying this - the only way to prevent lag is to get a new pc/laptop that meets the requirements for the The Sims 4
