      Most slightly more advanced painting programs have more options, such as the Gaussian blur. One of those programs is paint.net, which is freely available. :)

      I edit (so also blur) my photo’s with picmonkey.com, but I have a premium account on there. Though I think blurring things is in the free corner.

      Yep, the first one is good for anyone who doesn't have any free programs and only MS Paint.

      But there's also a bunch of free online sites like pixlr and picmonkey.
