Every time I want to make a play-date for toddlers on the calendar I go through the options but my sims know no other toddlers. I am on my second generation, having started this game late because toddlers were not included in the base game, so there are not even cousins to know yet.
Where have you found to be a good place to meet other sims? I have all but the spooky pack and vampires, I plan to get jungle but am still debating that one.

There is only one way I can think of meeting new toddlers. First, if you have a toddler and you take your toddler over to another home so they can get to know their cousin, they won't interact with each other and there won't be any options to do for you to have one toddler interacting with another toddler.
Now with that said there is only one way of getting a play date for two toddlers, and it will require you to move through Manage World, the toddler into your family's household. Once you decide the toddler playdate is over, then go back into manage world, and move the toddler back in with their family.

@simplyzoe find in world or create a family with toddlers then take your caregiver to that home to meet the tot and caregiver. Unfortunately there don't seem to be any unplanned ways to meet toddlers.
Fast way? Add other families toddlers into your household and click ok, then move them back to their families. This way the kids will get a relationship with all the household.

Where do I find this? I have the toddler stuff pack but don't see an option for a playdate.
Try searching that when planning a social event in a phone or calendar.
If you don't see Toddler Playdate social event, try removing mods and CC and then repairing the game.

For tumlings you might look into the premade households or make some to visit.
Most community lots might be useful, but the number of played sims might have some impact to how many sims are found there.
- one that allows for toddlers to chat with other toddlers they don't know (toddlerstrangerfix)
- one to make toddlers appear at parks so you can get to know them (morechildrenatparks)
- one that lets you invite toddlers you don't know to play dates (inviteguesttweak)
If you’re okay with using mods, LittleMsSam has a mod called More Buyable Venues and New Venue Types. One of the venues is a playground. When you set this as the venue type, toddlers and children spawn on the lot all day. I built a playground in Brindleton Bay and my toddlers always find friends there to play with.
